2. Select Folder and Search Options and navigate to the View tab.
3. Select Show hidden files, folders and drivers and uncheck Hide protected operating system files and Click Yes, if prompted for confirmation and Click OK.
4. Now browse to the folder: Windows\Globalization\MCT.

Run Command Prompt as an administrator. You can do that by right clicking on the command prompt in the program list and choose "Run as administrator".
